This research paper addresses the topic of quality management in technical and vocational education institutions in Libya, with a focus on management and quality applications in the context of artificial intelligence. The research aims to provide a comprehensive study that analyzes the current situation, identifies challenges and opportunities, and offers practical recommendations for improving institutional performance and quality. Using a descriptive-analytical approach, the paper reviews the theoretical framework of quality management in technical education and discusses recognized international models such as the ISO 21001:2025 standard and the EFQM Excellence Model. It also examines the use of artificial intelligence applications in quality assurance systems, while analyzing the Libyan context through a review of literature, field studies, and official reports. The study concluded that technical and vocational institutions in Libya face a gap between the requirements of quality standards and actual implementation, that the use of artificial intelligence remains at a moderate and limited level, and that adoption alone does not guarantee the desired impact on added value. The paper recommends the necessity of adopting an integrated national framework for quality management in technical education, building the digital capacities of teaching and administrative staff, developing technological infrastructure, strengthening partnerships with the labor market, and investing in artificial intelligence for automating quality assurance processes, predictive analysis, and learning personalization.
