Editorial Policy

The CJHES is an open-access, double-blind peer-reviewed academic journal committed to upholding the highest standards of publication ethics and quality. Our editorial policy ensures a fair, transparent, and rigorous process for all submitted manuscripts.

1. Peer Review Process: All manuscripts are subject to a strict double-blind peer review process. The editor conducts an initial screening, selects at least two qualified reviewers, and makes a final decision based on their recommendations.

2. Publication Ethics and Malpractice Statement: We adhere to the guidelines of the Committee on Publication Ethics (COPE).

  • Originality and Plagiarism: We use plagiarism detection software to screen all submissions, and strictly prohibit plagiarism, self-plagiarism, and data fabrication.

  • Authorship: Authorship is limited to those who have made a significant contribution.

  • Confidentiality: Editors and reviewers must not disclose information about a submitted manuscript.

  • Conflict of Interest: All parties must disclose any financial or other substantive conflicts of interest.

3. Open Access and Licensing: All articles are published under a Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License (CC BY-NC-SA 4.0), which allows others to share and adapt the material under specific conditions.


Open Access Policy

The CJHES is an open-access journal, meaning that all of its content is freely available to users without charge. This policy is in line with the principles of the Directory of Open Access Journals (DOAJ) and Scopus, which promote the free exchange of knowledge to support global research and development.

User Rights and Licensing: Users are permitted to read, download, copy, distribute, print, search, and link to the full texts of the articles without asking for prior permission. All articles are licensed under a Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License (CC BY-NC-SA 4.0).


Peer Review Policy

The journal operates a double-blind peer review system to ensure an unbiased and objective evaluation of all submitted manuscripts.

1. The Review Process:

  1. Initial Screening: Manuscripts are checked for alignment with the journal’s scope and adherence to basic guidelines.

  2. Reviewer Selection: The editor selects at least two qualified and independent reviewers.

  3. Reviewer's Report: Reviewers provide a written report and recommend a decision (Accept, Minor Revisions, Major Revisions, or Reject).

  4. Final Decision: The editor makes a final decision based on the reviewers' recommendations.

2. Ethical Obligations of Reviewers: Reviewers must maintain confidentiality, provide an objective assessment, declare any conflict of interest, and submit their reports in a prompt manner.


Copyright Policy

As an open-access journal, CJHES ensures the widest possible dissemination and use of published research while protecting the rights of both authors and the journal.

1. Author's Rights: Authors retain the copyright to their work published in the journal. They grant the journal the first right of publication and the right to publish the article.

2. Licensing and User Rights: All articles are published under a Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License (CC BY-NC-SA 4.0), allowing users to share and adapt the material, provided they give appropriate attribution, do not use the material for commercial purposes, and distribute any new contributions under the same license.


Authorship Policy

CJHES is committed to ensuring that authorship credit is based on significant contributions to the work, adhering to the guidelines of the International Committee of Medical Journal Editors (ICMJE) and the Committee on Publication Ethics (COPE).

Criteria for Authorship: An author must meet all four criteria: substantial contribution to the work, drafting and revising the work, final approval of the version to be published, and a willingness to be accountable for the work.

Changes to Authorship: Any additions, deletions, or changes must be approved by all authors and submitted in writing to the editorial office.

Corresponding Author: The corresponding author is responsible for all communication with the journal.


Author Self-Archiving Policy (Repository and Self-Archiving Policy)

The journal encourages authors to archive their research and is fully committed to open access principles.

1. Author's Archiving Rights: Authors are permitted and encouraged to self-archive the following versions of their manuscript:

  • Pre-print: The original version before peer review.

  • Post-print: The version accepted for publication, including peer review changes.

  • Publisher's PDF: The final, typeset version as it appears in the journal.

2. Conditions for Archiving: Authors are requested to acknowledge CJHES as the original publisher and provide a link to the final published article.


Plagiarism Policy

The journal takes a firm stance against plagiarism and other forms of academic misconduct.

1. Plagiarism Screening: All manuscripts are screened using a plagiarism detection tool, such as Turnitin. The overall similarity score must not exceed 25%, and the similarity from any single source must not exceed 5%.

2. Definition and Types of Plagiarism: This includes direct plagiarism, mosaic plagiarism, self-plagiarism, and incorrect attribution.

3. Consequences of Plagiarism: Any manuscript found to contain plagiarism will be dealt with severely, which may include rejection, a ban on future submissions, notification to the author's institution, or formal retraction if the article has been published.


Conflict of Interest Policy

CJHES is committed to transparency and objectivity. All parties involved—authors, reviewers, and editors—are required to disclose any potential conflicts of interest.

1. Definition: A conflict of interest exists when professional or personal considerations may influence an individual's objectivity, including financial and non-financial factors.

2. Responsibilities:

  • Authors: Must declare all conflicts of interest and include a funding statement.

  • Reviewers: Must declare conflicts of interest and recuse themselves if a conflict exists.

  • Editors: Must recuse themselves from considering manuscripts where they have a conflict of interest.


Data Sharing Policy

The journal strongly encourages authors to share the data underlying their published manuscripts to promote reproducibility and increase the public impact of scholarly work.

1. Data Sharing Statement: Authors must include a "Data Availability Statement" in their manuscript, specifying whether data is publicly available, not publicly available (and the reason why), or available upon request.

2. Encouraged Practices: Authors are encouraged to deposit their data in public repositories and use proper data citation.


Publication Ethics and Malpractice

CJHES is committed to maintaining the highest standards of publication ethics and integrity, following the guidelines of the Committee on Publication Ethics (COPE).

1. Author's Responsibilities: Authors must submit original work, free of plagiarism, with accurate data, and properly acknowledge authorship and any conflict of interest.

2. Reviewer's Responsibilities: Reviewers must ensure confidentiality, provide an objective assessment, and declare any conflict of interest.

3. Editor's Responsibilities: Editors must ensure fair play, maintain confidentiality, recuse themselves from conflicts of interest, and make prompt and fair decisions.

4. Handling of Misconduct: The journal will take appropriate measures, including publishing a correction or clarification, or in severe cases, the formal retraction of the article.
