Abstract

This research aims to identify the requirements for employing future scenario planning in the development of strategic plans for Libyan universities. It does so by clarifying the concept of scenario planning and its significance within the context of university planning, analyzing its relationship with strategic planning, and outlining the key requirements necessary for its implementation.

The research employed a descriptive-analytical approach, examining and analyzing literature and concepts relevant to the study’s subject. It concluded that the application of future scenario planning can support the development of strategic plans for universities by enhancing their capacity to anticipate potential changes, analyze alternatives, and improve preparedness for future conditions. Furthermore, the research indicated that leveraging this approach requires support from university leadership, the provision of data and information, the development of planning skills, the promotion of institutional participation, and the alignment of scenarios with organizational goals and operational programs.

The research also presented a proposed framework for employing future scenario planning in the development of strategic plans for Libyan universities, and recommended conducting future field studies to evaluate the suitability and feasibility of this framework.
