Engineering Cloud Financial Sovereignty in Libya: Towards a Self-Adaptive Immune System

This study addresses the critical gap arising from the unprecedented surge in electronic payment transactions within the Libyan banking sector, which exceeded LYD 764.9 billion according to Central Bank of Libya data (September 2026), alongside associated operational vulnerabilities, cyber risks, and fragmented monitoring. The research aims to design an architectural model for a self-adaptive sovereign financial cloud powered by a cyber-immune system to ensure real-time response to operational shocks and anomalies. Utilizing a Design Science Research Methodology (DSRM) for the architectural build and a descriptive-analytical approach to evaluate central bank statistical data, the study demonstrates that implementing this model enhances financial inclusion and transparency. Furthermore, it empowers the central bank to detect and mitigate financial anomalies instantly, Additionally, results prove that integrating Zero-Knowledge Proofs (ZKP) ensures absolute privacy and regulatory compliance while reducing transaction settlement time to 3 instantaneous seconds. This ultimately establishes algorithmic governance that safeguards digital sovereignty and financial stability.
