The extent of application of job classifications in Libyan institutions: challenges and opportunities: A study on the military manufacturing sector

This study aimed to examine the current state of staffing structure implementation (job establishment plans) in Libyan institutions, specifically the Military Manufacturing Authority in the Tripoli region, and to explore the challenges that may hinder the system’s efficiency, as well as to identify the available opportunities for improving its outcomes. The study employed an interview-based method for data collection, comprising 40 questions divided into three sections. The study sample consisted of 31 employees. The findings revealed the presence of a motivating work environment that supports the staffing structure implementation to a good extent, alongside certain challenges, namely political instability, outdated technical infrastructure, and limited funding. The study recommended the necessity of providing modern electronic devices, enhancing training and development, applying transparency standards in recruitment processes, addressing financial challenges, and building strategic partnerships between public and private institutions to improve institutional performance.
