Abstract

This study aimed to analyze the recurring issues affecting electronic systems in several governmental institutions in Libya, particularly within the banking and higher education sectors, where persistent system errors negatively impact service quality and transaction efficiency. Course registration and enrollment systems in some university faculties represent a clear example of this problem, as they suffer from both technical and administrative shortcomings that directly affect users.

The study adopted a descriptive-analytical approach and utilized a structured questionnaire as the primary data collection tool. The study population included students, faculty members, and staff of study and examination offices, as they are the most frequent users and the most affected by these systems. A random sample of (150) participants was selected from various faculties of the University of Benghazi to ensure a comprehensive and representative perspective.

The findings demonstrated the effectiveness of the questionnaire in generating accurate quantitative data that supports diagnosing technical and organizational challenges. The study also highlighted the importance of implementing practical development solutions to enhance system efficiency and improve the quality of electronic services, in alignment with the requirements of digital transformation in Libyan governmental institutions.
