The success of the electoral process depends on the choice of the electoral system. Election results are greatly affected by the electoral systems and the method of counting votes. The best electoral system for Libya is one that is compatible with its political, social and economic conditions and the priorities of its people, achieves fair representation, encourages political participation and expands its base, is able to overcome the negatives and flaws that mar the electoral process, supports parties and independents, limits the role of tribal, familial and vested interests, limits the influence of money, and includes allocating a number of seats to each district that is proportional to its population. Therefore, the optimal system is the mixed system, taking into account fair representation of the will of the voters, political stability and effective performance of governments.
