This study examines the problematic nature of the Libyan Political Agreement signed in Skhirat in 2015, exploring the relationship between constitutional legitimacy and political consensus amidst, the transitions witnessed in Libya since 2011, The study focuses on the stalled process of forming the Constituent Assembly for Drafting the Constitution, the repercussions of political division, and the role of political dialogue in paving the way for the agreement, Furthermore, it investigates the elements of constitutional legitimacy surrounding the political agreement and the impact of the faltering constitutional track on achieving a permanent constitution and political institutional stability, The research adopts descriptive-analytical and inductive methodologies to analyze the constitutional and political dimensions of the agreement and evaluate its reflections on the political transition path in Libya.
